قال رئيس الجمهورية عبد المجيد تبون أن الدستور الجديد سينهي عهد التجاوزات التي حدثت في الماضي.
وأضاف الرئيس في حواره الذي أجراه لجريدة لوبينيون الفرنسية أن هذا الدستور سيكون حجرة الأسس للح من الصلاحيات المطلقة لرئيس الجمهورية وتأطير هذه الصلاحيات.

وأكد الرئيس أن المسيرات التي انطلقت في 22 فيفري 2019 و التي نزل فيها 13 مليون جزائري إلى الشارع قد طالبت بالتغيير و الدستور الجديد هو سيكون حجرة الاساس للانطلاق في هذا التغيير.

وأضاف رئيس الجمهورية في حواره ” هذا الدستور سيقوي الحريات العامة، مضيفا بأن حجرة الأساس الثانية ستكون بتعديل قانون الانتخابات، خاصة وأن الجزائريين اليوم لم يعودوا يصدقوا بشيء اسمه انتخابات، بحكم الممارسات التي حدثت في سابقن على غرار استعمال المال الوسخ في الاستحقاقات الانتخابية.

وأشار الرئيس إلى أنه يطمح من خلال قانون الانتخابات إلى ضخ دماء جديدة على مستوى السلطات المحلية،خاصة وان الشباب اليوم يمثل 75 بالمائة من المجتمع الجزائري وهم يمثلون أقل من الثلث في المناصب الانتخابية
